About the Ryan White Part A HIV/AIDS Program

The Baltimore Ryan White Part A Program works with Baltimore City and six surrounding counties (Baltimore, Harford, Howard, Carroll, Anne Arundel, and Queen Annes) to provide HIV-related services to more than 10,000 people each year. The program is for those who do not have sufficient health care coverage or financial

resources for coping with HIV disease. Ryan White fills gaps in care not covered by insurance. Part A funds may be used to provide core medical and support services for people living with HIV disease. Baltimore EMA funds the following medical services:

Core medical services include:

  • Outpatient and ambulatory medical care
  • Oral health
  • Health insurance premium and cost-sharing assistance for low-income individuals
  • Medical nutrition therapy
  • Hospice services
  • Mental health services
  • Substance abuse outpatient care
  • Medical case management, including treatment adherence services.

Support services include:

  • Outreach
  • Medical transportation
  • Substance abuse residential
  • Legal
  • Housing
  • Psychosocial
  • Child care and
  • Food bank services.


STD Clinics Overview:

Getting yourself tested for sexually transmitted infections is the first step in taking responsibility for your sexual health and the health of your partners. Get a free test for HIV or other sexually transmitted infections (STIs) at one of our STD clinics.

The Bureau of Clinical Services operates two STD Clinics. These clinics provide free and confidential testing, diagnosis and treatment for STIs, including chlamydia, gonorrhea, trichomonas, NGU, syphilis, herpes simplex virus, genital warts (HPV), and HIV.  They also provide testing, diagnosis and treatment for yeast infections, bacterial vaginosis, and Hepatitis C.  The clinics provide Ryan White primary care services for HIV positive clients along with STI testing. The clinics offer services for more than 30,000 patient visits per year.

  • Testing and treatment for vaginal yeast infection and bacterial vaginosis

  • Confidential partner notification services for syphilis and HIV
  • Substance use and mental health screenings and referrals
  • Referrals for primary care, dental and vision services


No appointment necessary, but patients are encouraged to arrive at the clinic at 8:30 a.m.
