About the Ryan White Part A HIV/AIDS Program The Baltimore Ryan White Part A Program works with Baltimore City and six surrounding counties (Baltimore, Harford, Howard, Carroll, Anne Arundel, and Queen Annes) to provide HIV-related services to more than 10,000 people each year. The program is for those who do not have sufficient health care coverage or financial resources for coping with HIV disease. Ryan White fills gaps in care not covered by insurance. Part A funds
